What is the procedure for obtaining a residency certificate is it done at immigration or the embassy and how much does it cost. I am thinking about doing it on my own instead of using an agent. Tia

So how do you get a residence certificate if you are just in initial short term accommodation (before finding/signing long term lease) - need to get one to set up bank account and get driver's license.
Same procedure, ask your accomodation (Hotel, rented room landlord) for the copy of the TM30 and take that to immigration with passport copies and 2 actual photos, fill out the TM47 form there with the purpose.
If you are on visa exemption or tourist visa, be aware that you will not be able to open a bank account. But you will be able to get a drivers licence

It’s easy. Especially if you have a fluent Thai speaker with you. My wife did all the talking, I never said a word. I just needed my passport and my TM30. I think it was around 200 baht. Only took about 5 minutes once we sat down with the officer.

I skipped mine for 6 months until my 90 day, the thai name on the residing residence handles that regardless if a foreigner owes it.

In addition to ownership/lease documents you'll need copies of you passport pages and 2 passport photos. Check with your local immigration, they will tell you exactly what you need. This assumes that your current TM30 address matches your lease agreement.

In Udon Thani, certificate of residency require showing the title deed of the land/house owner, your lease agreement or rental agreement, copy of affidavit stating owner's details and copy of owner's ID card. Costs THB 500/certificate of residency. It's done at local immigration office. Certificate of residency is for each purpose and can't be reused. So if you want to open two bank accounts in two different banks, you will need to request for 2 certificate of residency.
I took my friend to the Udon thani immigration last week and this is what they said we need. My friend has the Retirement visa and wanted to open a Kasikorn bank account on top of the BBL that she already have.

You can do it yourself for free, just have TM30 and the form. Or if it's not convenient to do it yourself, I can help you do it.
It is "basically" free, I know I paid 100 baht for the EMS postage to send it to me from CW, and I noted the postage cost when it arrived was 72 baht - so they do make 28 baht!
Well then you are being lucky to live in a province where they follow the specifications given by Thai law. But I don‘t know any province where they don‘t charge for a CoR at least 200 thb, some even charge 500. I think it depends if you want to take it with you same day. I‘ll try next time to tell them they can take their time so I don‘t have to pay.
Yes there's no option to take it with you at CW, it has to be posted, as this confirms for them you're living at that address. I don't think luck comes into it. It's the policy.

I brought my lady with and she handed him the book and her license and ID he ran the paperwork and processing right and handed me my residence card in my book, visa book and said, blah, blah blah, I said, okay, thank you it couldn't have been more than I don't know a ฿1000, if it would cost anything, I don't, they did anything I don't remember it but yeah. you get it at immigration, man, you gotta prove where you live. I brought up proof with me which is my to be and I showed them my information and I got my residency permit. They staple it into your Visa book.
They don‘t staple the Certificate of Residency in your passport, what you meant was obvously the TM30. (and/or 90 days report). And I just wanted to correct it, as the OP asked about CoR and not TM30. Just to avoid misunderstandings ok?
