You cannot apply from inside Thailand because the application specifically asks where you are currently located. If you answer Thailand it won't even let you continue with the application. The only way to do that application is to lie about your application, which would make your application fraudulent.

Vientiane, Laos. An officer pre-check all the documents, you pay and give you a paper to collect the passport in two days. Then, maybe you're declined because they encountered something and they didn't return the money. I saw two people last friday that happened this.

So far, we’ve only seen application results from countries like USA, UK, EU, and AU. Bureaucracy in those countries works well, so it’s unlikely that applicants who meet the criteria would get rejected because their countries have a strong reputation. What we really need to know is how applications from third-world countries are faring. I haven't seen anyone shared the result from a small or poor country yet.

The embassy in Hanoi checked all the documents very thoroughly at the counter while submitting. I don’t think she would have let me submit and pay if I hadn’t met the criteria the embassy has set, so I think once you get past the front counter and manage to pay it’s very unlikely you’ll be rejected. If you’re missing things or they want additional documents they send you away pre-payment and ask you to submit when you’ve got everything in order.

- Embassy in Phnom Penh only quickly looked at the documents when submitting. Luckily, I had no issues. Another person returned to pick up and that is when they asked for additional documents, so kind of slows/delays the process

100% agree with you, but I think that if some people doubt if they can loose their 10k it's because maybe they don't have all the requirements for the visa. So yes, if you don't meet the requirements, you can easily loose 10k
