Ukrainians who applied in Cambodia were asked to provide a certificate of income certified by the embassy. The Ukrainian embassy does not certify such a certificate. Dead end. I am currently studying about Laos, if everything is not so strict there.

I'm not telling you what to do. But you are literally complaining about how they are making breaking the law so difficult for you. You won't find any sympathy. If you just follow the rules like the others who already have the visa then you'll get yours too.
if you applied while in Thailand it means you applied online. They do not check your status and how would they know you weren't in your country of application when you filed it, and the very next day you traveled here.
You'll be fine, ignore all the virtue signaling critics saying what a bad horrible guy you are.
one criteria is the data page of your passport, it's not rocket science to think they could check your passport online to find where you are! If your in Thailand then one criteria is you cannot apply from inside Thailand, therefore a rejection.

they will ask for proof later on. so maybe you can exit to another country now and later show (upload) them proof of location in form of a passport stamp, rental agtreement, residence certificate etc.

How were you “misinformed”? The application literally asks where you are physically and asks you to provide evidence that you are there physically. If you answered Thailand, it wouldn’t let you proceed. Therefore you would have had to lie on the application

Doesn't the application ask you which country you're in? If you answered "Thailand" why would there be a problem?
That screenshot is from Siam-Legal so I don't know if it's correct. I'd be guided more by the actual online application. I haven't looked at it, so I don't know if it asks for current location. But if it asks for it, and you answer "Thailand" and it allows you to continue it must be ok. I don't know and I'll stand corrected on it
the evisa site asks you for current location. If the location you enter is ineligble it tells you to go to the embassy in the country. If the OP anwered truthfully and entered Thailand as location, he would not have been able to proceed.
that would be the only potential way OP was able to move forward with the application on the e-visa site. It asks what country you are currently in, let's you know if you can proceed, then it ask what embassy/consulate you are using. Just before you submit the application it also gets you to agree that the information you submitted was correct and you have not falsified it. I suppose it depends on how closely they look at the application and if they check IP addresses if they'll approve it. Plus they will have to leave to activate the visa and if the immiigration officer is paying attention to the entry, exits and when the visa was issued... they could be totally hooped. Personally, not something I would do.
yes be interesting. Siam legal would be suggesting going to them if could do in Thailand not turning business away was my thoughts. Don't know a lawyer yet who turns away money :)
Yes! That's very true. The great thing about DTV is it's out of the scope of Thai Visa Agents. Applicants actually have to have the 500,000 baht in their bank account
agents have been advertising their services for assistance with the application process for the DTV visa, I sent one a message asking for more details, they replied by saying they would complete all the paperwork, and you need to go to Vientiane Lao, and complete the process yourself, they want ฿85k baht 😲😅

If the embassy you applied through finds out you are not physically in that country, they will reject your application. All visa applications are non-refundable.
