I have a Non O retirement visa registered in Phuket. I am moving to a different Province. How do I go about transferring my visa to that new province. Immigration at the new one would not issue me a reentry permit and told me it could only be done through Phuket Immigration.

TLDR : Answer Summary
When moving to a different province in Thailand with a Non O retirement visa, it's crucial to follow specific steps to ensure your visa remains valid. First, you may need to obtain a reentry permit from Phuket Immigration before leaving. After relocating, ensure that your new landlord submits a TM30 form for notifying immigration of your new address. You will also need to file a TM27 notification of address change at your new local immigration office. If you have a 90-day Non O Visa or a one-year extension, the process may vary slightly, so clarify your visa type when you reach out to immigration.

You move, you get the new landlord to file a TM30, you go to the local office and file a TM27 notification of address change. If for instance you bought a 90-day non-o at the local immigration office in Phuket then you must do your first extension there.
Do you have the 90-day Non-O VISA, or are you on a 1-year extension of stay based on retirement? It makes a HUGE difference.
You said your non-O is "registered" in Phuket. What does that mean? If you are on the 90-day non-O visa, did you apply for that and receive it from Phuket, or did you get it from an embassy before you traveled to Thailand?
things in Thailand do keep changing so be sure to check in your country before you come here to see if easier to sort out visa before the move here or after the move here.
