you are correct, you can't get an in country 90 day Non-O visa from the immigration office at one province and then go to another province to get the year extension. You start and complete the process at the same immigration office

BUT

once you have a yearly extension you can indeed file 90 day reports at a different address if you moved.

You or your land lord would file a TM30 (notification of foreigner in residence) form,

You would check with the new immigration office as far as if you have to file a TM.27 (change of address) form.

You would do your 90 day reporting at the new office using your new address

AND

After that you should be able to get your following year extension at that office

of course you can file a 90 day report in a different province from where your extension was granted, you just have a TM30 showing you live in that province now and maybe the Tm27 change of address form.

Then you can do 90 day reports at the immigration office in the province where you live no matter where you got the extension
