If I have a retirement visa from one province and move to another, can i extend that visa in the 2nd province? What are the requirements?

Some Immigration Offices will not grant the first Extension of Stay for a Visa issued in a different province so check well in advance of applying.

you are correct, you can't get an in country 90 day Non-O visa from the immigration office at one province and then go to another province to get the year extension. You start and complete the process at the same immigration office

BUT

once you have a yearly extension you can indeed file 90 day reports at a different address if you moved.

You or your land lord would file a TM30 (notification of foreigner in residence) form,

You would check with the new immigration office as far as if you have to file a TM.27 (change of address) form.

You would do your 90 day reporting at the new office using your new address

AND

After that you should be able to get your following year extension at that office

There will be no 90 day report until after the Extension of Stay is granted ;)

I think the O/P is already ON a yearly extension not just a 90 day non-O and so they would already be doing 90 day reporting

yep what you were saying is 100% correct, BUT I believe the O/P really does already have a year extension not just the 90 days

of course you can file a 90 day report in a different province from where your extension was granted, you just have a TM30 showing you live in that province now and maybe the Tm27 change of address form.

Then you can do 90 day reports at the immigration office in the province where you live no matter where you got the extension
