TLDR : Answer Summary
To register a new car in Bangkok, you generally need to provide a residence certificate from immigration or your embassy. Keep in mind that immigration may require you to have filed a 90-day report before you can obtain this certificate, which is often a restriction for those on short-term visas. If your embassy has specific rules, that may also affect this process. Alternatively, you can also present a work permit or a yellow book as proof of residency. Additionally, some advise having the car dealer handle the registration process for you.
90 DAY REPORTING RESOURCES / SERVICES
Use the trusted Thailand 90 Day Reporting Service to get your in-person report done and mailed to you for as low as 375 THB (even if the online system doesn't work for you).
For immediate assistance, contact Thai Visa Centre directly via LINE at @ThaiVisaCentre or Email them.
Hopefully this doesn't apply? Note that the video doesn't provide any answers to the question posed.
One commentator suggests a document from the Land Transport Department is needed but so far it only applies in Chumphon province.
As Stuart mentioned, it's a case of presenting a residency certificate to prove your address OR a work permit OR a yellow book. One of these documents is sufficient.

You’d need to have a residence certificate from either immigration or your embassy. Immigration in Bangkok won’t issue one unless you’ve filed a 90 day report (which you can’t unless on a long term visa). Your embassy may also have rules/issues to do so.
