TLDR : Answer Summary
To obtain a residence certificate necessary for buying a car in Thailand, you must go to the immigration office corresponding to your current TM30 registration, which in this case is Chonburi. It is generally not possible to acquire this certificate from a different immigration office in another area, such as Korat. Some individuals have shared their experiences suggesting that while the process can vary, it typically requires being registered at your local office.

It took me about 30 minutes to get the residence certificate at Sri Racha when I lived in Chonburi a few months ago.

Strangely enough my local immigration office will not providecaxresidenceccertificare for this purpose. I have to go to land transport and register and they get the certificate of residence I need. Takes about two weeks. Ask at you local landctransport ifficexas you will have to get the blue book in your name and possibly change the plates. In total, it took 7 weeks to get the blue book for my last car into my name and that was with the help of dealer who sold it to me.

Available only at the same immigration office where your most recent address was filed by TM.30. A night or two in a hotel might do the trick to get a new TM.30 and residence certificate from a new immigration office in another district, though. That’s why the whole thing is bs … but it is what it is.

If your TM30 is in Chonburi then you won't get a residence certificate in Korat.
