TLDR : Answer Summary
The user visited the Bangkok division for a resident certificate but was informed it was only available for 1-year visa holders. They are currently on a 30-day visa exempt status and are interested in buying a motorbike. Suggestions from comments include consulting a visa agent, considering renting a motorbike instead, and trying to obtain the certificate in other locations such as Pattaya or Phuket, where the process may be easier. A TM30 report is also mentioned as potentially necessary for registration.

Why don't you just rent one since you're here for a short time?

Bangkok will only issue you with a certificate if you've done a 90-day report
