TLDR : Answer Summary
When buying a car in Thailand, having a yellow book may or may not be sufficient for vehicle registration, depending on the local transport office regulations. Some offices may require additional documentation, such as a residence certificate from immigration, while others may accept the yellow book alone. Personal experiences vary by location, so it is advisable to check with your specific local transport office regarding their requirements.

Like many things here office specific. Some will accept in lieu of a residence certificate. Some won’t.

Depends on the local transport office, mine wouldn't accept my yellow book, but wanted my wife's blue book, although the car was in my name, best you check with your local office.
