Can I obtain a certificate of residence for my driving license in Bangkok due to medical treatment?

Hi, I am wanting to get my certificate of residence to obtain my car driving license.

I am usually in Phuket studying at a language school but have been involved in a serious bike accident so as well as renting a condo in Phuket, I have also just rented a condo in Bangkok while I’m in and out of Hospital and studying online instead.

Would it be possible on the grounds of being in Bangkok for medical treatment and having a condo with TM30 here to get residence cert here in bkk than having to go Phuket?

If you want to ride again you also need thai bike licence they are separate licence in Thailand

In Bangkok they will only issue a residency certificate if you have filed a 90 day report - which you can’t do unless you’re on a visa that allows such. Phuket doesn’t have this restriction.
