Does a family emergency travel outside Thailand affect the 90-day validity of a non-O retirement visa?

Suppose that you are in Thailand on a 3 month non-O retirement Visa and that you need to travel out of Thailand for a few weeks due to a family emergency.

Would the time that you spend outside of Thailand "eat into" your three months, or is the 90 day period based only on the days that you're actually in Thailand (i.e., based on the entries and exits that are stamped into your passport)?

TLDR : Answer Summary
When you hold a 3-month non-O retirement visa in Thailand, the clock starts ticking upon your entry. Leaving Thailand without a re-entry permit means that your visa will expire at the point of exit, which 'eats into' your 90-day period. To retain your entry stamp upon return, you must obtain a re-entry permit before leaving. If you have a COVID-19 exemption visa, it does not qualify for a re-entry permit and will stop upon leaving. The non-O retirement visa is typically for 3 months initially, but extensions are available, allowing for a longer stay once you apply.

: The first time you got it was for 3 months. It's only the extension that is one year. That's how it is for everyone.

I have never heard of a non o retirement visa for three months it is for one year. Requirements must be at least 55 years old eight hundred thousand in the bank or at least 65,000 coming into the country each month

: The non-O Visa is for 3 months. It is the extension of stay that is for one year. Where did you get your information? No one on this forum has ever talked about a one year non-O Visa. I am not aware of any immigration office that offers a one year Visa.

On a similar note can you get a re entry permit on a covid exempt visa.? Or will your visa stop

it stops. There is no re-entry permit covering a covid extension, as it is basically an unable to fly because of covid exemption, and you are flying out so it no longer applies.

So it is not confusing, your 90 days does not stop if you leave the country. It keeps counting, but, if you leave the country without a re-entry permit your visa expires as soon as immigration stamps you out, meaning you need a brand new visa to re-enter the country. Just follow the procedures, and get the one year extension for your visa before you leave, and a re-entry permit then you'll have nothing to worry about.

Yep, it eats into your 90 days. You'll need a re-entry permit to keep your origional 90 days entry stamp alive.

The clock starts ticking when you enter Thailand. If you leave without a re-entry permit then that visa/entry allowance stops. If you have a re-entry permit on return you’ll be stamped in to your original date from your first entry.
