You can get a 60 day extension of stay based on visiting Thai family, AND/OR a one year extension of stay based on marriage to a Thai national. To get a 60-day extension of stay based on marriage to a female Thai national, you will need the following:
1. Your passport and a copy of:
- Your data ("picture") page
- Your Non-O visa
- Your entry stamp
- Your departure card
2. Your wife PHYSICALLY next to you, and
- Her ID card and a copy of her ID card
- Her housebook, and a copy of the first page
3. Marriage certificate (either the rose border certificate, OR a translated copy from your home country)
4. The application form
5. 2x passport pictures
6. 1,900 THB for the processing fee.
Different immigration offices have different requirements, and this may include:
- A copy of the TM30 filed where you live
- Rental contract (if renting property or a condo)
To get a one year extension of stay based on marriage to a female Thai national, you will need the following:
1. Your passport and a copy of:
- Your data ("picture") page
- Your Non-O visa
- Your entry stamp
- Your departure card
2. Your wife PHYSICALLY next to you, and
- Her ID card and a copy of her ID card
- Her housebook, and a copy of the first page
3. To meet the money requirements, which are:
- 400K THB in a Thai bank account, seasoned for 2 months OR;
- 40K THB in income OR;
- a letter from your embassy saying you make 40K THB a month
4. Marriage certificate (either the rose border certificate, OR a translated copy from your home country)
5. The application form
6. 2x passport pictures
7. 1,900 THB for the processing fee.
Different immigration offices have different requirements, and this may include:
- A copy of the TM30 filed where you live
- A hand drawn map to your house
- Pictures of you and your wife in various locations in the house (front of the house/ condo, in all rooms, etc)
- Witnesses or interviews with neighbors

If he has a new multitude entry O based on marriage (issued in November) obtained in Australia,can he just do a 90 day report or must he apply for an extension?
A multi entry visa is pretty much useless at the moment with 14 day quarantine. He needs to change it from a visa to an extension of stay by showing 400k THB in a Thai bank account for 2 months. The 90 day report is for those who already have a year long extension of stay, and have to report to immigration every 90 days.
On a single entry Non-O visa based on marriage to a Thai national, you can stay for 89 days. TO STAY LONGER, you'll need an EXTENSION OF STAY. *MOST* people qualify for two extension of stays on this Non-O visa; a 60 day extension of stay based on visiting Thai Family, and a one year extension of stay based on marriage to a Thai national.

For ALL visas, look on the visa itself. A single entry Non-O visa based on marriage would say "number of entries: 1". A multiple entry Non-O visa based on marriage would say "Number of entries: multiple".
For both visas, each stamp is valid for 90 days. For a multiple entry Non-O visa, you'd bounce out, and return, which is NOT POSSIBLE during this COVID-19 time.

Getting out and coming back is POSSIBLE as long as you follow the steps to enter Thailand.. it's just not really practical or realistic to majority of people..

Let's do a quick review about visas vs. extensions of stays vs. Re-entry permits:
A VISA is (almost always) a sticker that is placed in your passport by a consulate office OUTSIDE of Thailand. GENERALLY, they let you stay in Thailand for either 60 days (for tourism), 90 days (For Non-O and Non-B) or one year (Non-OA). These can be sold as single entry, or multiple entry. A single entry visa is 2K THB (or local currency) and a multiple entry visa is 5K THB (or local currency).
An EXTENSION OF STAY is a stamp that is placed inside your passport by an immigration office. An EXTENSION OF STAY IS ALWAYS "Single entry" (since you're inside Thailand). ALL Extension of stays are 1,900 THB
A RE-ENTRY PERMIT is a stamp that is placed inside your passport by an immigration office OR at (some) international airports. This permit keeps your current entry stamp OR extension of stay "alive", up to the date the entry stamp or extension of stay expires. This costs 1,000THB for a single entry, or 3,800 THB for a multiple entry.
