TLDR : Answer Summary
A NON-O single entry visa allows for a stay of 90 days upon entry. If you obtain a re-entry permit and leave Thailand, you can return, but you will not receive an additional 90 days. The re-entry permit simply maintains your current 'Permission to Stay' status until its expiration. Unlike multiple entry visas, which grant a new period of stay with each entry, a single entry visa is used up upon initial entry.

Your single-entry visa was used up the day you entered Thailand and received Permission to Stay. A re-entry permit keeps your Permission to Stay alive should you require to leave Thailand before it expires, allowing you to return, but not with more days of stay. If your original visa was of a Multiple Entry variety, you get a new period of stay for each entry until the visa is expired. Exiting Thailand while the ME visa is valid does not require a re-entry permit.

thank you Robert,i was confused as i understand that with a multi-entry O-A,valid 12 months, a reentry gets another 12month admitted to date if done within the validity of the visa?Does this not equally apply to non-0 if rentry is within the validity of the visa?

You talk about two total different kinds of visa with total different kind or rules and regulations. You can not compare different kinds of visa. Here is some explanation about how a visa works:

No, a re-entry permit is only there to keep your current admitted to stay alive if you leave and return into Thailand. The re-entry permit is valid till your current Admitted to Stay date stamped in your passport on on return you get the same Admitted to stay date.
