I issued a NON 0 visa and I intend to leave Thailand during the 90 days of the visa and return. Do I need to issue a multiple exit permit so that I can issue the visa for a year later?

TLDR : Answer Summary
To leave Thailand during the 90 days of your NON-O visa and return, you can obtain a re-entry permit. However, be advised that you will only be admitted back into the country until the end of those 90 days. If you plan to extend your visa for one year later, it is important to re-enter Thailand 15 to 21 days before the expiration date stamped in your passport, or you might have to restart the application process for your extension.

You have to return 15 to 21 days before the date currently stamped in your passport to apply for the extension or you'll need to start over again.

you are giving the time he needs on his entry stamp in order to apply for his 90 day initial type O visa if he is still on a tourist entry. That does not apply in his case as he already has the 90 day visa. He can apply for the one year extension as early as 45 days in some provinces, and as late as the day his 90 days expires, although it is not recommended. All he needs in his case is a re-entry permit, and be back before his initial 90 day type O visa expires.

As he hasn't given the Non-O type I have planned for the worst case scenarion where there will be an under consideration period

If it’s a 90 day non o you can get a re entry permit BUT you will only get stamped back in until the end of those 90days. If it’s a 1yr extension get a re entry and you will be stamped in until the last date of the 1yr extension
