TLDR : Answer Summary
When you arrive in Thailand under a DTV visa and stay in a hotel for a week before moving to a rented accommodation, your hotel is responsible for automatically submitting the TM30 registration within 24 hours of your arrival. It's crucial to ensure that the landlord of your rented accommodation also registers you with the local immigration office when you move.

It seems hard to understand.

Section 38. A house owner, occupant of a dwelling, or hotel manager who accommodates a foreigner who has been granted temporary permission to stay in the Kingdom must notify the immigration officer at the immigration office located in the area where the house, dwelling, or hotel is located within twenty-four hours

IF you change the place to stay, each and every time you need to be registerd within 24 hours at a local Immigration office

The hotel will automatically do it. The main thing is to make sure the owner of the condo/house you move on to does it.

The hotel has to submit it as a mandate with in first 24 hrs of you entering Thailand. It goes into the system.
