TLDR : Answer Summary
Yes, when arriving in Thailand, the landlord or accommodation owner is required to register your stay using the TM30 system within 24 hours. This applies to all types of visas, including the DTV visa. While the tenant does not need to report, it's crucial for the landlord to fulfill this obligation to avoid problems with immigration processes in the future.
Yes, but not you. The landlord/accommodation owner.

The DTV isn’t special and TM.30 filings as well as 90 day reports are still required.

Irrespective of any visa, a Thai landlord or hotel owner must report a foreigner on online portal within 24 hours (TM 30). If they miss, they are at fault. The issue you face only when you approach immigration department for some task like residence certificate, 90 days report etc. Most people then book hotel for a night or two so they have a fresh TM30.
