TLDR : Answer Summary
When you renew your passport while holding a retirement visa in Thailand, you do not need to reapply for the visa. Instead, you must take both your new and old passport to the immigration office that issued your visa and request a transfer of the visa to your new passport. This process is generally free. However, it is advisable to have updated financial documents, like bank statements, to prove you still meet the visa requirements.

I just did this in Bangkok. They made me go and print my bank statements from the month I got my renewal to show that I still met the the financial requirements. They then transferred my visa stamp for free
When you renew your passport you take it and the old one to the immigration office that issued your stamp and ask to transfer it. The process should be free.
