TLDR : Answer Summary
Transferring a retirement visa from one passport of a certain nationality to another passport of a different nationality is not permitted. To start anew, one must exit Thailand and re-enter using the new passport, after which they can begin the retirement visa application process from scratch, starting with a 90-day non-immigrant O visa conversion. It's important to note that immigration regulations do not allow for visa transfers between different nationalities.

the 90-days Non-Imm-O Retirement Visa (I am not sure if you mean the visa or if you are already on the 1-year extended stay permit) got issued nationality specific. I would say it is impossible to get it transferred to another passport with a different nationality. . . . . . . . And as a rule, Immigration cannot transfer any visa, because visas are issued by embassies, and embassies are regulated by the Ministry of Foreign Affairs, while Immigration is under the Ministry of Interior. Immigration can only transfer their own stamps

You cannot move a visa/extension from one nation's passport to another. You can only move your extension from an old passport to a replacement passport of the same nationality.
The only way to do what you want is to effectively end your current permission to stay and start over completely with a new one using the other passport. You would need to leave Thailand and then return using your other passport (can only be done by air as you cannot change passports at a land border). Then start the retirement visa process all over from the 90-day non-O visa conversion to the 1-year extension.
if you have an OA visa and have been extending your stay annual for years, when you get a new passport of the same nationality must you have the visa transferred into your new passport or can you just carry your old and new passport until your next annual extension?
you can't transfer a visa. But that won't matter because you're not on a visa. You're on an extension. You will have to get the extension transferred before you can apply for your next one. Whether you do that when you get the new passport or when you go to get your extension, you're going to have to wait in a separate queue and get it done either way.
depends on if you want to add that much more time to your extension trip. I also don't know what would happen if you tried to purchase a re-entry permit when your extension is in an invalid passport if you tried to leave before your extension.
my one year retirement visa ends on February next year, can I leave Thailand now and enter with my other passport and start the process on my new nationality passport?
