So according to this requirements 6th one if my wife doesnt have passport we cant get this Non O marriage?Why they dont put (OR ) between ID card and passport?

These are general requirements. They cover more than just the marriage visa. If your wife doesn't have a passport then obviously you can't provide a copy.

If she has an ID and passport take copies of both. If she only has an ID card then that’s all you can show
if you are applying for a spouse visa outside Thailand, you don't need her there.. you need a signed copy of her Thai ID card and a letter of invitation from her signed by her. Her passport is irrelevant for a visa for you unless for some insane reason she doesn't have a Tha ID card which she can't get a passport without anyway..
invitation should be thai language right?So this invitation why they dont write on requirements on website Savannakhet Embassy?I saw this on Phnom Penh website but on Savannakhet i didnt see.Also there are many people dont have this invitation and got visa.

An invitation in Thai would and does make sense BECAUSE THE PERSON WRITING IT IS THAI AND THE EMBASSY APPROVING IT IS THAI!!. Thai embassies and consulates are famous for poor translation and individual requirements. Follow whatever the consulate you use states, is the best advice. Even though I've had 2 answers from 2 staff members at same consulate..
maybe they check bank account with details later afternoon.And then can reject tomorrow.Very possible.But maybe they dont check.They check only at first why u apply.
i didnt apply yet.But she doesnt have passport.So if i apply and if officer wants both id and passpport what can i do?Or he will want only one of them?
