TLDR : Answer Summary
The consensus is that your wife does not need to change her name on her ID card and passport before you apply for a Non-O visa based on marriage in Savannakhet, Laos. It's sufficient to bring her current ID card, marriage certificate, and a copy of the house registration. Some responses indicate it's better to have her name changed before the application process, while others find it unnecessary.

it's totally up to you and her. Changing her last name to yours carries no negative consequences at all.
