as I said to you in messenger, I have never ever heard of someone trying to apply for an in country Non-O visa with less than 6 months validity on their passport.
It's just not something that's typically done, so that no one is aware of there being a rule doesn't negate the fact there is one ONLY that the situation comes up so infrequently that it's not even thought about in the grand scheme of getting Non-O's in country.
While I realize we're talking about an in country Non-O visa application, keep in mind it's clearly posted on the thai consulates websites in other countries that the passport must have minimum 6 month validity to get a visa.

I am not quoting those consulates as any justification ONLY pointing out that it is not out of the ordinary to require a passport to be valid more than 6 months for a Non-O application.
The O/P is on a 60 day visit thai family extension from a tourist visa entry that runs out at the end of July.
They are lucky that the covid extension program runs until July 25th.
The advice I gave in my first comment still stands; apply for a new passport ASAP.
Then just before the covid program runs out apply for a 60 day covid extension and hope that buys enough time to get the new passport otherwise they're gonna run on overstay until it comes and they can get out of the country and back in (because you can't apply for a Non-O visa once you start overstaying)
