I've just moved house and the owner did a tm30 online but I had to also go immigration and fill in a tm28 and give them with copy's of passport and home contract

Why would you be concerned about a TM30? I have been to Thailand more than 20 times and never seen one or touched one.
if you never have to go to immigration for anything like an extension then you shouldn't have to worry about it. But damn near anything and everything you do there needs to have your latest TM30 on file.
immigration doesn't know if you stay in an apartment for 3 days before returning to your registered address. They haven't implanted a tracking chip inside you. 😄
also, if the hotel files a TM30, which most do, and then you go to immigration you may need to file a new one for your home address before they will do anything. That depends on the office though. Some will just take care of it for you.
not sure what your point is or what it has to do with anything I said? All I said is if you need to do anything at immigration you need to have a TM30, and it needs to match the address you use for any of the forms.
When I sign in at a hotel or apartment, I ask the reception for a copy of the TM30, then it is practicaly no extra work for them to print it out, when they file it.
(perhaps a little tip, when I get the copy)
Much easier for them, than comming 3 ½ to 7 weeks later, and they have to search through papers to make a copy.
You don't need a TM30 unless you are going to immigration. If you won't be going to immigration then don't worry about it.
Otherwise, it's a legal requirement regardless of where you are staying. EVERY property owner in Thailand is legally required to report a foreigner staying at their property within 24 hours of arrival.
The law says 24 hours. But immigration has no way of knowing when you actually arrived. As long as you have an updated TM30 before you go to immigration, you are unlikely to have any issues.
as a US citizen, I'm going to have 60 days Visa exempt. Then I'm going to extend it for 30 days. Do I need the TM30 in that scenario?

Yes but it will only be valid if you remain there, if you move to a different place and then go to immigration to extend you will need the TM30 to match where you are currently staying.

Don’t have a link but that is the rules, just as the hotel for a copy of the TM30 so you can take to immigration.went to immigration once didn’t even know about TM30 but was the first time I needed to get an extension, when we were asked for an MT30 we said didn’t know about, asked were we were staying and they went straight around to the landlord and he was find.

No they want it even if you are with friends/family I believe.
because they are supposed to? It's a stupid system. Like, the host is supposed to do it- and can get in trouble for not doing it- but YOU are not responsible and will 100% have trouble if the other person doesn't do it. It's lame.
