TLDR : Answer Summary
Upon arrival in Thailand, the landlord or property owner must fill out the TM30 form, notifying immigration of your stay, within 24 hours. This can be done either at the immigration office or via an app called "section 38." As a tenant, you do not need to submit the TM30 yourself.

I am in the same case. I went there and declared that I was accommodating a foreigner (myself). It sounds funny but that's the way to do it. They gave me the TM30 receipt. (I did it this way since 3 years already).
