TLDR : Answer Summary
Yes, tourists are required by law to fill in a TM30 form upon arrival in Thailand. This is primarily the responsibility of the host (landlord or hotel) to notify local immigration authorities of foreign nationals residing in their premises within 24 hours. However, enforcement of this rule may vary, and some immigration offices may not require proof of a TM30 filing for visa extensions.

By law EVERYONE needs to file a TM30 (you, your land lord or where you stay), <- there is no debating that is the actual rule..
BUT
With that being said, most immigration offices do not require proof of having filed a TM30 to get a 30 day extension on a 30 day visa exempt entry or a tourist visa entry.

i guess it all comes down to a few points:
By law yes, you have to do this
If it is enforced at your local Immigration Office you only know if you visit them and ask
If you do not do it and it was enforced, you pay the fine
Choice is yours,

Who can tell me where do you all read; This law does not count for tourist, like people using the Visa Exempt Entry, the Tourist Visa:
According to section 38 of the 1979 immigration act, "Land owners House owners, the possessor, heads of household, landlords or managers of hotels who accommodate foreign nationals on a temporary basis who stay in the kingdom legally, must notify the local immigration authorities within 24 hours from the time of arrival of the foreign national.
Or do you all think that tourist do not stay on a temporary basis, but actually all live inside Thailand
Jody Dayton Peace dear Jody, the world does not just exist by what you have seen or experienced. And yes I have used Chaengwattana and many other places before. I just obey they law because it is easier than trying "that's what Jody told me" on immigration officers and police.

Jody Dayton Peace Read the question, please. The question is not, if the immigration office does not enforce the law as it is written, do I have to follow the law? We are quests in this lovely country, lets try to behave as guest and make the report. It is done in less than 5 minutes.

Jody Dayton Peace your assumption is wrong. All aliens need to be reported when resident in a Thai house. Hotel and similar establishments (usually those who take your passport and scan it) report for you. Otherwise if you have a Tabien Baan you are required to report aliens in residence within 24 hours. Law for a long time.
As you can see from some of the posts on here, you can easily be misinformed.
