TLDR : Answer Summary
If you are staying in a hotel in Thailand, the hotel is responsible for filing the TM30 registration online or via email when the system is down. Therefore, you should be able to request documentation from the hotel, such as a screenshot of the registration or confirmation email sent to immigration, which will suffice for your visa extension requirements.

hotels file TM30's online (or when the system is down via email) SO they should be able to give you a screen grab of your data in the system or the email they sent to immigrations and that will work fine
