This could be a stupid question but the tourist visa is 30 days free entry (correct if I’m wrong and also correct if if I’m wrong they are putting it to 60 days) but does that mean I can just fly into Thailand sign off for the 30 or 60 days

Visa Exempt - you are given permission to stay without a pre-approved visa. The duration of your permission to stay depends on your nationality.
Visa - you process paperwork at a Thai Embassy outside of Thailand. They give you permission to visit.. This 'permission' is non-binding, the immigration officer can still refuse you entry, but very unlikely. Your permission to stay is the stamp the IO puts in your passport, the duration depends on your Visa.

Unfortunately those news organizations are always putting out teaser news and is picked up by everyone thinking it’s true and the rumors moved on. It will be official once it’s published in the “Royal Gazette” with a start date.
The tourist visa is not 30 days. The tourist visa is now and has always been 60 days. You must apply for and pay for a tourist visa before traveling to Thailand if you want one.
Visa exempt (meaning no visa, you are exempt from needing a visa) provides a 30 day stamp. The government proposal is to increase this to 60 days but we still don't know when it will start as we have no confirmation and it's now a long holiday weekend.
Visa exempt only requires your passport if you are from a visa exempt eligible country. Your airline will likely require you to show proof of leaving Thailand within 30 days (or 60 days if it changes) before they will let you board your flight.
You can also be asked for, but rarely are, proof of funds (20,000 baht or equivalent in another major currency in cash only) or proof of lodging (your first hotel you are staying at in Thailand).
They have not. Even the Ministry of Foreign Affairs has refused to give a start date. And the Prime Minister's office also posted that it will start at the end of June. We also have someone who entered Thailand after midnight and already posted that they only got 30 days.
