TLDR : Answer Summary
It is not possible to apply for a Thai visa in Bali as the Thai consulate there has closed and is no longer issuing visas. Applicants must go to the main consulate in Jakarta to apply for a visa. The situation is further complicated by the introduction of e-visa options in Indonesia, which may reduce the necessity for local consulates.

Strange that for such a large country as Indonesia, they've decided to no longer allow Bali to sell visas, when Thailand is setting up a second consulate in Siem Reap, Cambodia, a much, much smaller country.

However, with the e-visa about to be introduced in Indonesia, probably within the next couple of months and already in effect in Cambodia, for foreigners, it won't matter anymore as you simply have to be somewhere in that country to apply.

The only advantage of multiple consulates will be for Thais who require passport renewals, notarial services or other consular services while residing in or traveling in foreign countries.

I didn’t realize they were setting up a second consulate in Siem Reap. Consulates have two overarching functions, 1. Visas for individuals wanting to come to Thailand (since it is evisa now, not sure what time value of a consulate in Siem Reap would have for visas) and 2. to support Thai nationals outside of Thailand. Maybe there is a large Thai population in the Siem Reap area?

There is no thai consulate IN Bali anymore (not one that sells visas for foreigners)

That closed down during covid and never re-opened

You go to the main one in Jakarta
