I thought Chinese could apply only in China. But, whatever it is, I'm sure it's clearly written on each Embassy website (if no mention of a restriction or special requirements, then you can).
You can apply at the thai consulate in Savannakhet Lao (you need to book an appt online to get in the gate and they are booking up quickly as they stop accepting applications on the 20th of Dec too)
AND
You can apply for a DTV at the thai consulate in Phnom Penh (they are on the eVisa online application system so you go to Cambodia, apply online, wait there until the visa is approved and you get the email with the visa in it then come back to thailand on it
No one can apply for a DTV at Vientiane because there are no openings available for appointments to apply between now and the 20th of Dec when they stop in person applications 😮
