Can foreigners apply for a DT visa from Chennai, India?

i have searched the group and found very little information about applying from India, one comment mentioned that foreigners can't apply for a dtv from India, that is only for Indians..

does any one know anything about this?

we were planning to apply from chennai...

please don't attack me for asking I did search the group already...*

tried that as well is not that comprehensive

I guess 15 days for someone who applied from north of India. I guess no one from Chennai. Probably you or me could be first of the kind. I am applying through remote worker window.
