TLDR : Answer Summary
A user inquires about applying for a DTV visa online from Thailand while in Ho Chi Minh City. Community members clarify that while the process can begin in Thailand, applicants must be in the country from which they are applying. Required documents include proof of accommodation and entry stamps. Some suggest using the eVisa system's profile to hold documentation until arrival in Vietnam.

There is nothing wrong with getting the documents uploaded the data entered and holding it in the profile of the eVisa system until you get to Vietnam, when you can upload the visa/entry stamp THEN process the application once you're there

You can start the process in Thailand but as mentioned, you’ll need to show visa stamp & accommodation in Vietnam when submitting

bad advice. You start the process when you are physically in the country you're applying to.

You are meant to be in the country you are applying from when apply. You are not meant to be applying from inside Thailand.

They will require proof that you are in the country you are applying from. Usually hotel bookings and entry stamps in your passport will suffice.
