Can I apply for a Thai non-immigrant ED visa for my son using his nationality passport if he entered Hong Kong on a different passport?

I’m applying for the non-immigrant ED visa for my son while in Hong Kong. Does anyone know if he enters a country (in this case, HK) on one passport (HKID) can we get the visa affixed to his other (nationality) passport? Or does it have to be with the passport he entered the county with? Tried calling the consulate in HK with my question but no one answers. TIA!

You need to check the embassy website to find out if they only issue visas to Hong Kong residents. If that's the case then you would need to apply with his HK passport and you would have to enter Thailand using that passport. But if they allow foreigners to apply you can use the other passport for the application.
