How can I apply for an ED visa from Hong Kong for an internship?

Hey all! Thanks for let me join this group :)

I have a question concerning ED-visa for intern. Does anyone have experience about requesting ED-Visa from Hong Kong (it is difficult to contact the embassy). Already tried to ask from Shanghai and they are not making ED-visa there. Visa applicant is from Finland and currently in China. If it is not possible to apply in Hong Kong which city would be closest to Bangkok for that purpose? Thanks in advance!

Yes, I got Non-B visa from there too :) Good point. We will try from there. I will post the result after the process.

I know people who aren't from Hong Kong or Macao have gotten tourist and Non-B visas there without a problem so I can't see how an ED visa would be different.

"A copy of Hong Kong/Macau I.D.Card" Does this mean it is only possible for Macau and HK citizens?

If their documentation is correct I don't think they'd have a problem there.
