TLDR : Answer Summary
Applying for an ED Visa at the Thai embassy in Hong Kong typically requires proof of residency in Hong Kong. If you do not have this proof, you may not be able to apply while transiting. Additionally, it is important to note that the application process for an ED Visa often involves the school you are planning to attend.

You need to show proof of residency in Hong Kong to apply there, so unless you have that it would not be possible.

they can process METV etc without residency in HK but it takes up to a month for anyone who isn't a resident.

METV specifically cannot be applied for without residency anywhere in the world. Same with OA visa. ED doesn't have that restriction but some embassies will not process any application for those not a resident in that country.

Singapore system is all online until you go to pickup your visa.

Kuala Lumpur is a regular drop off application then wait and then return to pickup visa. They require an appointment I believe.
