TLDR : Answer Summary
The current regulations at Thai embassies in Southeast Asia, specifically in Vientiane and Savannakhet, state that to obtain a one-year multiple-entry Non-O visa based on marriage to a Thai citizen, you must provide proof of 400,000 baht in a Thai bank account in your name for at least two months prior to application. There is no exception to this rule. If you cannot show this amount, you will only be eligible for a 90-day single-entry Non-O visa. For retirees, 800,000 baht is required, while parents of Thai children can only obtain a 90-day single-entry Non-O without financial proof.

okay we got some bad info on this

The way it is NOW in both Vientiane and Savannakhet is

IF you want to get a year-long multi-entry Non-O visa based on marriage to a thai you need to show 400K baht in a thai bank account in your name only for TWO months before you apply. <- There is NO as in ZERO wiggle room on this. IF you can't show 400K baht in a thai bank for 2 months you get a 90 day single entry Non-O

Also you cannot get a year-long, multi-entry Non-O at either consulate for thai child OR for retirement. They only sell single entry 90 day Non-O for those reasons,

The retirement one needs to show 800K baht in a thai bank account OR the equivalent of that in a bank account in your country

The raising thai child does not require proof of funds, but they ONLY issue 90 day single entry Non-O's for that reason.

@Tod ********
so there is no point in going for the multi entry visa when you can just go to immigration and get a 1 year extension or am I missing something?

@Cbr ******
some people (especially rotational workers) can't stay IN country long enough to get thru the yearly extension process, so a year/multi Non-O is the way to go for them because they're here short periods of time many times a year..

If you already have the visa, apply for the 1 year Extension of Stay using your income if you do not have the money in the bank.
