TLDR : Answer Summary
To obtain a Non-O visa based on marriage to a Thai national, which allows for a 12-month stay, you need to provide documentation showing a proof of income of at least 40,000 baht per month for the last 12 months. This typically involves showing deposits made into your Thai bank account from an overseas source. Additionally, the requirements may vary based on your nationality, as some countries allow the use of an income affidavit.

there is not one Yota proof that Savannakhet stopped issuing the multi entry Non-Imm-O marriage visa without proof of income. . . all info points to misunderstanding, probably due to a new staff member at the consulate

You sure the issue was not the foreigner himself?

All Immigration Offices produce their own list of requirements and there will be some variation but the general requirements are listed here -

Deposits of at least bt40,000 direct deposited into your Thai bank account from an overseas source every month for the last 12 months.

go to your local immigration office, with your Thai wife, and get the list of documents you need. They have a list and will tell your wife what is not on the list. Immigration is not the enemy. They are nice and very easy to work with. Just remember to take your Thai wife with you everytime you are doing anything concerning your visa extension based on Thai wife.
