Is there now any Thai consulate issuing a non-O Thai spouse multiple visa, without ask for funding 400 k Baht? Supposed to be able to apply, without funding, in Manila, but at the discrection of the officer - per email reply from them. Has anybody replied and succeeded with that there?

A great deal depends on which Country issued your passport. People in quite a few Countries now have to apply for an electronic visa via the Thailand E visa site on line.

No. Very few offer the multiple entry visa at all. But none offer it without proof of funds.
