More informations maybe that can help. I did that with a french passport and that was the same for 2 foreigners with me (1 US and 1 UK passport). The English girl had a medical certificate from Thai hospital but they didn't care about this, they just asked her to stand front of the IR and fill the T8 form
This morning at Chiang Khong, they didn't ask certificate but you must fill T8 form and stand few seconds front of a big camera for check if you have fever.
All of this just for say, officer told me they will deliver VOA tomorrow at Chiang Khong (because at the begining they wanted let us wait here overnight....).
I passed Thai border at Chiang Khong without problem at 7.30pm and be at Huay Xai immigration at 7.40pm but they already closed the office for visa on arrival. Talked a bit with officers there and they reopen the visa on arrival just for us (we are 3). Should get the voa in few minutes and will go back to Thailand (Thailand side close at 10pm).
