Chris, either you fulfill the criteria to leave Australia or you don't. I imagine not too many are approved.

not "nearly impossible to get".

If you fulfill the criteria and receive approval from the Dept of Home Affairs, you then move onto the STV, or any other Thai Visa application, on the Sydney Thai Embassy site. The same Thai STV and other visas applied for worldwide.

The only difference is in Australia there is the requirement for approval to actually depart the Australian International Border.
