Do I need to submit a new TM30 upon returning from a visa run on a multiple entry NON-O visa based on marriage?

If you are returning to the same address and have not stayed overnight elsewhere, yes the original is still valid. If you have stayed overnight and were registered via another TM30 then no the original is not valid.

Should I extend my tourist visa if my flight out is after the expiration date?

Even 1 day over stay will equate to a stamp in his passport, despite a fine. Even on my Multi Entry I've been pulled back for a second look, don't encourage him for god's sake he will get an over stay stamp !!!
