of course you can, as earlier one isn’t passed (processed) yet… or you can check then if it’s showing option on the page to resubmit the same.

I assume that they need travel (start) date to be around 30 days.. while submitting application.

Though the visa once issued is valid for 90days (making safe for any alterations in programme later)… and that means to enter the country date and after that the 60 days stay period will start on/from the date you enter.

So as per their mail try resubmit same on or around November 5th.
