Why am I unable to complete my first 90-day report online in Thailand?

I cannot do online reporting due to a new passport. The officer said that I am not in the system and until I re-enter the country with the new passport, I have to do 90 days in person.

You need to be a permanent resident. The new stamp says Non-res for those with work visas and such. I am still lining up for the regular passport control.
