I got my dependent DTV last week from Taipei. It was issued on the same day as my husbands. You could have applied for both at the same time. I can't comment on wether she could do it more locally, but I provided a copy of the stamp on my passport to prove I was in the country I was applying from, so I don't think you can do it on her behalf.
