TLDR : Answer Summary
When moving to a new accommodation in Thailand, the responsibility for filing the TM30 lies primarily with the property owner; however, you need to provide them with a copy of your passport. If there are issues with the TM30 system, the owner should visit the immigration office to inquire about any specific documents required for the submission.

Technically, the owner is responsible for filing the TM30. If NONE of the TM30 systems are working correctly, have the owner go down to the immigration office and ask what documents are required to do the TM30.

if you need to show that you had a TM30 filed and can't, you're totally correct you will be fined (no more than 1600baht) for failure to file
