Do I need to file a TM28 when changing address as a Non-O Extension holder in Thailand?

Hi there, I'm a german passportholder on a Non-O Extension of stay planing to move within Bangkok next week. The owner of my new place promised to file the tm30 for me so I was wondering if I need to visit Chaeng Wattana myself within 7 days to inform immigration of my change of address (tm28) or if I can skip that and probably do this during my next 90-day-report? or maybe don't have to file a tm28 at all?

I'm asking because a friend of mine has been in the same situation and basically got told "you're already in the system" when he filed his tm28 at CW earlier this year and felt like he not needed to go. Any recommendations are much appreciated :)
