what is the difference between TM28 and TM30?

When you rent a condo who files the TM30 with immigration and what documents are required?

Condo is leased by SIL on my behalf as i was in quarantine at the time.

TLDR : Answer Summary
TM28 and TM30 are both forms used in Thailand for immigration purposes. TM28 is a notification for a change of address, and while it is somewhat considered obsolete, it can still demonstrate due diligence if landlords are uncooperative. TM30, on the other hand, is a notification of a foreigner in residence and is typically filed by the landlord or property owner when a foreign national takes up residence in their property. When renting a condo, usually the landlord (or in this case, your sister-in-law) should file the TM30 with the immigration office, accompanied by the necessary documents related to the lease.

The TM28 is somewhat obsolete but is easy and can show due dilagence when dealing with lazy landlords. For a family arrangement like this, plan on getting a yellow book. It sidesteps residency questions.

some offices require a TM28 change of address when you move addresses after having one address registered at the immigration office you use BUT some don't.

I'd say you, your wife and SIL should go to the immigration office and file a TM30 <- notification of foreigner in residence. Then you're set to use that immigration office.
