To complete the 90-day declaration for a DTV (Digital Nomad) visa in Thailand, you must visit the local immigration office where your TM30 registration is filed for your first report. Subsequent reports can be done online. Some users suggest using services like 7-Eleven to find the required forms, while others recommend using a reporting service for convenience. It's debated whether the first report can be completed online or if it must be done in person, so checking the latest guidelines is advisable.
I also read that you can do it by standard email / mail but not sure of the process

More seriously I saw conflicting information, usually one say that you have to do it in person the first time but someone tried online the first time and they said it was ok
Personally I'd just use this as an excuse to go for a weekend break out of Thailand every 3 months. I know I'd rather spend a weekend in Laos, Malaysia, Cambodia, Vietnam, etc than a whole day messing about in an immigration office.
Our prices start at THB 1,000 and can go up to THB 1,500, depending on the distance our agents need to travel to pick up documents from BTS Asok.
Just a few precisions on how we proceed with the 90-Day report :
• We agree on an appointment date and location (in the morning as our agent needs time to pickup the documents from all the customers of the day and complete the report).
• Our agent arrives at your location and helps you prepare the documents needed. You’ll be asked to fill a form authorizing the agent to submit the report on your behalf.
• Our agent will then go to the immigration to submit the report.
• Once completed, usually at the end of the afternoon, the agent will come back to your location with your passport and the 90-Day report receipt. Payment is only due once the process is done, and is made directly to the agent.

You do it at the immigration office where your tm30 is registered. The first time I believe you have to do in person, after that you can do online

It's the same place whether for DTV or other visa.
You are correct. I gave up on the online system after 2 failures. Luckily I live close to my office and they only take about 20 mins to process. There are decent restaurants to visit close by I would normally not travel to. However, if I was in somewhere like Bangkok which takes ages I would be doing it online.
Jomtien have to process many per day. I got there the other week before 9am and I was in the 2nd batch of over 20 so they have completed about 50 by 9:30. They need to be efficient as the office is very busy and this is only one activity.
