Is it normal for Thai Immigration to charge 9000 Baht to re-stamp a new passport to match an old one?

When I went to Immigration yesterday I took a complete

copy of my old Passport and my new passport . They told me they would have to re stamp my new passport to match the old one. It will cost

9000 Bhat and take 3 days. This does not sound right .
