Did I just get scammed at the airport by immigration?

Got a reentry permit for me, my wife and child. Few weeks ago I paid 1,000 fee each and that was it. Today the lady asked me for 1,200. I asked why? She said service charge to copy passport and because I didn't bring the filled out application downloaded from the Internet.

So I asked for a receipt. The receipt shows 1,000 as well. So I asked again about the 200 and why it's not on the receipt. She answered "receipt only for reentry permit not service charge"

So I shook my head and left

nope that's the price you pay for a re-entry permit at the airport IF you don't have your forms filled out, your photos ready and use the 're-entry service desk' which is just ahead of the REAL re-entry permit counter <- which is just 1000baht if you have your copies, forms and photos.
