Is it normal to pay more than the visa fee at the Thai consulate in Penang?

Dear all.

This maybe considered as if I am moaning or complaining or seen as though I have not made my research enough but..

I have just come from the Thai consulate in Penang this morning.

I have appkied for my Non b single entry.

All paper work in order!

However, the fee was 300 ringit.

I had prepared 2000 thai baht as I had read the fee was this.

I was allowed to pay in bath and ringit.

I gave him in the end, 2500 thb + 50 ringit and he accepted that.

(Early morning and tired from a midnight arrival by plane)

I then checked the exchange rate once out side and 300 ringit came to around 2300.

So in essence i paid 370 ringin. 70 over the actual cost of the application.

Is this normal?

Shouldnt the gentleman have informed me that I had paid to much?

Should say something to them after I collected my visa tomorrow?
