Maybe I'm just reading this different to the other people who have posted but to me it sounds like. He was deported, probably due to overstay. He says 'now with a tourise visa' so I think he's tried to return on a tourist visa and they refused him entry due to him being deported for 'living in Chiang Mai' so they rightfully say that he's not a tourist. If I am right then Immigration are just applying the law and he is trying to enter Thailand as a tourist after being deported and they (probably rightfully) have refused him as they expect he will overstay again and he was probably on a tourist visa last time as well.

Tourist Visas are for people who want to VISIT, and NOT "stay and live" -- for the LATTER you need to apply for a PROPER Visa class and there are MANY such classes available. Thai immigration officials have been VERY clear about this principle for MANY years.
